Sign onto open letter denouncing EPA decision on animal research

The September 10, 2019 announcement by the Environmental Protection Agency (EPA) to reduce and eventually eliminate animal research and testing is hazardous to human, animal, and environmental health. This directive flies in the face of the EPA’s mission to “protect human health and the environment” and “to ensure that national efforts to reduce environmental risks are based on the best available scientific information.” Animal-based research and testing is critical for understanding how new chemicals and environmental substances affect human and non-human animals.

EPA Administrator Andrew Wheeler’s directive is not based on scientific evidence nor does it represent the will of the breadth of stakeholders that these decisions ultimately impact. We are calling on you to sign this letter denouncing the EPA’s decision and calling for its immediate withdrawal. We must hold our public officials accountable in fulfilling their charges to protect human and environmental (including animal) health.

The mission of the Environmental Protection Agency (EPA) is to “protect human health and the environment.” The EPA also “works to ensure that national efforts to reduce environmental risks are based on the best available scientific information.” As members of the scientific community, we believe last week’s directive by EPA Administrator Andrew Wheeler to significantly reduce and eventually eliminate animal safety tests by 2035 is in direct conflict with the agency’s mission to protect the health of Americans, animals, and the environment.

Research with animals is undeniably critical to the EPA’s mission. This fact runs contrary to Mr. Wheeler’s claim that “new approach methods” or NAMs “exist today that allow us to better predict potential hazards for risk assessment purposes” than animal models. In fact, there is not a single case of environmental risk assessment where a non-animal alternative or methodology can provide a comprehensive understanding of the risks of new chemical hazards and potential human exposures. To regulate chemicals, the EPA must demonstrate that there are adverse effects in whole living organisms. While the EPA has reduced its reliance on animal testing in certain areas where it is possible to do so (such as testing corrosive chemicals on skin grown in a Petri dish), the EPA has not provided the relevant experimental, peer-reviewed data which demonstrates that “NAMs” are better than animals in assessing the safety of chemicals for other animals, including people, and for the environment. 

The EPA’s decision is appalling given that it is not backed by scientific evidence. Nor does it appear that it included input from experts in toxicology, but rather it is informed by personal feelings and campaigns by known absolutist organizations that are staunchly against all animal research. The fact that the EPA’s press release on this directive highlighted and quoted leaders of People for the Ethical Treatment of Animals (PETA), White Coat Waste Project, Physicians Committee for Responsible Medicine, and the Humane Society of the United States, yet did not quote a single scientist, is alarming. The fact that only one set of stakeholders were represented in this decision, and not other stakeholders including experts from relevant disciplines or organizations that represent various health and ethical interests (e.g., bioethicists, the American Heart Association, the American Cancer Society, etc.), raises serious concerns about how policies at the highest level of America’s government are developed and enacted.

We, the undersigned members of America’s scientific community, denounce the EPA’s directive to aggressively reduce animal testing and end research with mammals under arbitrary deadlines. We call on the EPA to withdraw this directive. We understand the important role that research animals have in determining what is safe for humans, for other animals, and for the environment. Any individual or group who purports to value animal lives should support the responsible study of a very limited number of animals to ensure the health of us all – human and animal alike.

This letter is intended to come from the American scientific community. Therefore, all signatories must be U.S – based scientists, veterinarians, or other laboratory staff or students from research organizations – public or private. 

Once we obtain more than 200 signatures, we intend to make the letter public, through the news media and other communications channels. We also plan to post the letter on the Speaking of Research website, with the full list of signatories.

Research in three animal species, reflecting human physiological parameters, is typically required by the FDA to establish safety for an Investigational New Drugs (IND) going into clinical trial. Antidotes to volatile and infectious agents, insidiously used in biological and chemical mass terrorism, also require animal testing to insure safety before going into clinical trials. The proposed restrictions will limit U. S. scientific capabilities in discovery and development of new drug candidates and efficacious antidotes to chemical and biological terrorism. Critical pharmacokinetic and tissue disposition considerations that enhance efficacy and minimize toxicity usually require mammalian species to replicate human absorption and disposition of drugs, thereby minimizing risk in clinical trials.

  2. It is about time that animal rights activists like you recognize that what they are fighting for has nothing to do with protecting the environment and the animals that live in the wild. I hope this move from PETA and the HSUS to align their interests with the Trump Administration and BigChem finally persuade most progressives that animal right activism is a dogmatic, anti-humanist movement that has nothing to with the values of the Left.

    There is no way we can protect the environment if we allow countless, untested chemicals to be poured into the soil, rivers, lakes and the ocean. And the only way to know if a chemical is harmful to animals is to test it in animals. People like you that affirm the opposite are either ignorant or disingenuous.

  3. Speaking of research… It’s about time that you move forward and welcome new non-animal testing methods. Last week’s announcement from the EPA about the plan to end animal testing was long overdue. It is actually shocking that you would be fighting to continue these cruel, often times unnecessary tests that waste tax payer funding and cause harm and suffering to thousands of animals. I applaud the EPA for taking a progressive step to transition to more ethical methods of research.

  4. Please post updates in these comments of how many scientists have signed the letter. Last I heard it was 84. And we are just getting started.
